Thank you for your letter of 5 June regarding statements on the School Cuts Cymru campaign website which you say implies that the UK government makes decisions on funding for schools in Wales.
The funding mechanism for Welsh schools involves several layers of responsibility for decision making. After discussions with analysts at School Cuts, we believe that the statements in question refer to the funding that the Welsh Government receives from the UK Government according to the Barnett formula. Some of this money is ultimately spent on schools by Welsh local authorities. Changes to this funding are likely to affect the amount of money available for Welsh local authorities to spend on schools, but that will depend on the choice of priorities.
The presentation on the website elided the complexity of the funding arrangements, and it would have been helpful for that to have been referenced.
