Accessibility Statement for the UK Statistics Authority and Office for Statistics Regulation

The UK Statistics Authority and Office for Statistics Regulation is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

These websites are partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliance and the exemptions listed below.

Non-accessible content 

The content listed below is non-accessible for the following reason(s): 

Disproportionate burden 

File names 

Some older filename downloads are incomprehensible and cannot be easily read or understood. This fails WCAG 2.1 success criteria 3.1 (readable) and 3.2 (predictable). All frequently used documents have had their filenames amended and all new files are uploaded and labelled correctly.  

Excel files 

Some older excel files contain extra information that is not data, which makes the data difficult to rework or manipulate. This fails WCAG 2.1 success criteria 1.3.1 (info and relationships), 1.3.2 (meaningful sequence), 2.4.6 (headings and labels), 3.1.2 (language of parts), and 3.2.3 (consistent navigation). We are ensuring all excel files going forwards are fully accessible.

Accessibility audit 

Significant maintenance and developments are planned for the website(s) in 2025, because of this a full accessibility audit using assistive technology, different web browsers and mobile device will take place in 2025. Accessibility will be at the forefront of this development work. 

The content is not within the scope of the accessibility regulations 

PDF files 

Some of our PDFs and Word documents were previously only produced in this format. We have now developed a suite of HTML templates for the variety of publications, reports, board minutes and other documents we produce, to ensure they meet the accessibility regulations. 

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services. However, we have updated documents which gain significant traffic, to ensure they are accessible.  

Any new PDFs or Word documents we publish will meet accessibility standards. 

Preparation of this accessibility statement 

This statement was prepared on 22 September 2020. It was last reviewed and updated on 16 July 2024. 

The UKSA, OSR and Code of Practice website were last tested on 17 September 2020. The test was carried out by www.dxw.com. DXW carried out both automated and manual testing using assistive technology, different web browsers and mobile device.

If you need information from our websites in a different format please contact us and tell us:

  • the web address (URL) of the content
  • your name and email address
  • the format you want

We will reply within five days to let you know when we will be able to provide the information. We will consider each request but may not be able to provide an alternative accessible format on every occasion.
