Northern Ireland Terrorism Legislation statistics

Practice T3.7 of the Code of Practice for Statistics requires the name and contact details of the lead statistician to be included in published statistics.
The Northern Ireland Office has told us that it would like to withhold the name of the lead statistician for its Northern Ireland Terrorism Legislation statistics, for security reasons.
The Authority has confirmed that in the circumstances it is acceptable, instead, to provide a generic email address and telephone number.

Welsh Publication Time Exemption

T3.6 in the Code Practice for Statistics states that statistics should be released to all users at 9.30am on a weekday. The Office for Statistics Regulation confirms that in the circumstances outlined in the letter, Welsh Government can release some of its publications at 12:30 in order to improve the user experience.

Publishing statistical reports at 9.30am – Department for Education

Protocol 2 Practice 4 of the Code of Practice for Official Statistics provides for statistical reports to be published at 9.30am on a weekday.

The Department for Education (DfE) has announced that it plans to bring forward publication of key stage 2 assessment results compared with previous years. Because of the compressed timescale, DfE told us that it is highly unlikely that it will be able to release these results at 9.30am, but expects to publish them as soon as possible after 11am.

The Authority has confirmed that in these circumstances it is acceptable for DfE to publish these statistics after a delay.

National Accounts – Office for National Statistics

“Principle 2 Practice 7 of the Code requires statistical producer bodies to correct errors, and alert stakeholders, promptly.

The Office for National Statistics (ONS) has told us that the complexity of compiling the UK National Accounts means that it is, on occasions, not in the user interest for ONS to spend time correcting data immediately, especially if the likely improvement to quality is negligible or the correction of data would serve to divert ONS resources from projects of higher strategic importance or delay publications.

The Authority confirms that, in the case of errors that do not materially affect decisions that users may make based on the statistics, it would not be essential for ONS to correct the data immediately. The Authority considers that ONS should make available information about these arrangements in a transparent and open manner.”

Contact details in statistical reports – Department for Business, Innovation and Skills

Protocol 2 Practice 6 of the Code is to include the name and contact details of the responsible statistician in statistical reports.

The Department for Business, Innovation and Skills has told us that it would like to withhold the names and contact details of the responsible statistician in its statistical report on export licenses, for security reasons.

The Authority has confirmed that in the circumstances it is acceptable, instead, to provide a generic email address and telephone number.

Publishing statistical reports at 9.30am – Home Office

Protocol 2 Practice 4 of the Code of Practice for Official Statistics provides for statistical reports to be published at 9.30am on a weekday.

The Home Office has told us that it is not always possible to publish its statistical reports on Scientific Procedures on Living Animals at 9.30am because the laying of this document before Parliament is a statutory obligation laid down in section 21(7) of the Animals (Scientific Procedures) Act 1986, and it is not always possible to arrange a publication date that coincides with dates when the report can be laid before Parliament at 9.30am.

The Authority has confirmed that in these specific circumstances it is acceptable, instead, for the Home Office to publish these statistics at 10am.

Protocol 2 Practice 6 of the Code is to include the name and contact details of the responsible statistician in statistical reports.

The Department of Justice Northern Ireland has told us that it does not include the names and contact details of the responsible statistician in its statistical reports, for security reasons.

The Authority has confirmed that in the circumstances it is acceptable, instead, to provide a generic email address and telephone number.

Contact details in statistical reports – Department for Environment, Food and Rural Affairs

Protocol 2 Practice 6 of the Code of Practice for Official Statistics provides for the name and contact details of the responsible statistician to be set out in statistical reports.

The Department for Environment, Food and Rural Affairs has told us that it does not include the names and contact details of the responsible statistician in its statistical reports on Tuberculosis in Cattle, for security reasons.

The Authority has confirmed that in these specific circumstances it is acceptable, instead, to provide a generic email address and telephone number.
